If you are using the enabled-by-default Chrome PDF viewer in Chrome 8, you can right-click to save. If you don't see the save as option, it is possible that the PDF file is in a frame, and so you have to first open that frame in a new tab (with a right-click) and then right-click in that new tab to save.
